وتتولى الإمارات جميع السلطات التي لم يعهد الدستور بها للاتحاد. ولكل إمارة من الإمارات السبع هيئاتها الإدارية المحلية، والتي تكون موازية وفي بعض الحالات متداخلة مع الهيئات الاتحادية. وقد تختلف الأنظمة الإدارية من إمارة إلى أخرى. وتحدد درجة الاختلاف عوامل كثيرة منها عدد السكان والمساحة ودرجة التقدم.

نائب الرئيس يتم انتخاب نائب لرئيس الدولة ضمن المجلس الأعلى للاتحاد وهو رئيس مجلس الوزراء.
